Fed Shifts to BoJ-like QE?

The Fed announced a shift in the target of 2% inflation to an average rate of 2% inflation. The overshooting is expected to last longer than 5 years.

The BoJ kept interest rates low for a long period of time in order to increase inflation to the 2% target. However, their policy failed. Will the Federal Reserve be the next in line?
